Landlord Certificates London: EICR, Gas Safety, EPC and PAT Testing

Under the Electrical Safety Standards (Private Rented Sector) Regulations 2020, London landlords must obtain a new EICR at least every five years. The current certificate must be provided to each new tenant within 28 days of the tenancy starting and to any existing tenant who requests a copy in writing. Failure to comply can result in a financial penalty of up to £30,000 per property issued by the local authority.

A Gas Safety Certificate must be renewed every 12 months without exception under the Gas Safety (Installation and Use) Regulations 1998. There is no grace period. New tenants must receive a copy before they move in, and existing tenants must receive a copy within 28 days of each annual inspection. A landlord who lets a property with an expired Gas Safety Certificate commits a criminal offence under Section 36 of the Regulations.

A minimum EPC rating of Band E is required to lawfully let a residential property in London under the Minimum Energy Efficiency Standards 2018. Properties rated Band F or G cannot be let without a valid registered exemption on the PRS Exemption Register. Non-compliance carries a civil penalty of up to £5,000 per property. The government has proposed raising the minimum to Band C for new tenancies, and London landlords with lower-rated properties should begin planning improvements now.

There is no single piece of legislation that mandates PAT testing by name, but London landlords who supply electrical appliances in furnished lets or HMOs have a legal duty under the Electricity at Work Regulations 1989 and the Health and Safety at Work Act 1974 to ensure those appliances are safe. PAT testing by a City and Guilds 2377-qualified engineer is the recognised method of demonstrating compliance, and most HMO licence conditions issued by London local authorities make it an explicit requirement.
